California’s three cannabis licensing authorities, the Bureau of Cannabis Control, the Department of Food and Agriculture, and the Department of Public Health, have finally released the long awaited emergency medicinal and adult-use cannabis regulations on November 16, 2017. Since the regulations were released on an emergency basis, there is only a five (5) calendar day public comment period. Furthermore, the Office of Administrative Law has ten (10) calendar days from the release date to review the regulations and make a decision on the proposed adoption. If all goes according to plan, it appears that California should have finalized cannabis regulations the last week of November.
